Vasyl Khara, Chairman of the Committee, reminded that the work of the Cabinet of Ministers of Ukraine in 2008-2009 as to the settling arrears in wages was considered unsatisfactory.
V. Khara also reminded that the Committee had drafted several recommendations and orders for the Cabinet of Ministers of Ukraine, the central executive bodies, the Council of Ministers of the Autonomous Republic of Crimea, and the local state administrations to settle this issue.
The Committee members listened to the report of V.M. Matviichuk, Minister of Labour and Social Policy of Ukraine. He announced that the total sum of arrears in wages as of December 1, 2010 has been reduced by UAH 396, 8 million as compared to the sum as of March 1, 2010 (UAH 1737, 7 million) or by 22,8%, and comprised UAH 1340,9 million. Arrears in wages of the personnel of economically active enterprises as of December 1, 2010 comprised UAH 759,8 million or 57% of the sum total of arrears in wages (UAH 162,6 million out of them arrears of the state-owned enterprises). In comparison to March 1, 2010, the arrears have been reduced in 23 regions of Ukraine by UAH 401,7 million.
The Committee members recommend the Cabinet of Ministers to set the tasks for 2011 as to the settlement of the arrears in wages, and improve the normative-legal base to guarantee timely payment of wages.
The tasks are as follows:
- drafting and submission of a new version of the Law "Reestablishing Debtor Solvency or Declaring Bankruptcy" during the 8th session of the Verkhovna Rada of Ukraine of the sixth convocation;
- strengthening of the administrative and criminal responsibility for the arrears in wages;
- introduction of the bonus payment order to the high-ranking officials for the effective activity of the state-owned enterprises under their subordination;
- renewal of the privilege for the non-governmental organizations for the people with disabilities under the Law "On Governmental Order to meet the State Requirements";
- restructuring of debt before the Pension Fund of Ukraine, as of January 1, 2010.
The Committee referred the recommendations to the Ministry on Economic Development and Trade of Ukraine.
